Wheelbase on a folding bike

I just read a thread at bikeforums.net about a customer that was planning on touring with a folding bicycle. He wanted a super compact folding bike that can go super fast ( 100 gear inches ). Super compact folding bikes have a short wheelbase, and wheelbase is a major component of the longitudinal stability of a bicycle. Hence at higher speeds shorter wheelbase bicycles are less stable, and less safe if carrying a load ( while bicycle touring ). A short wheelbase is perfect for city commuting, they allow for super sharp turns and provide excellent low speed handling. However higher speeds require a longer wheelbase.
Take a look at the below photo, and notice the wheelbase difference between the bikes. The Dahon would be best served for city commuting.
