I lived in Hatteras for three years. The sand is often super soft, since carts break it up...via driving on the beach. Overall I have found driving on beaches to be nearly impossible.

Additionally, sand on pavement can cause a loss of control of the bicycle unless your body is perfectly centered on the bike. Be wary of sand, it is not good for cycling.
